Scottish Government gathers 187 comments on pandemic inquiry with Delib

The Scottish Government faced the challenge of establishing a public inquiry into its handling of the COVID-19 pandemic. Ministers needed to agree on the inquiry's terms of reference and wanted to hear directly from the public and a wide range of stakeholders on how it should be set up and what it should cover, rather than deciding this in isolation.

The vendor Delib provided its Dialogue platform as a channel for gathering these views. The tool allowed participants to openly submit and discuss ideas. This engagement gave ministers a clear picture of public and stakeholder priorities, with 187 comments received through Dialogue providing detailed feedback across six key areas to inform the inquiry's design from the start.
