Powys County Council was facing the challenge of needing to find £27 million in savings over three years. Their previous methods of public consultation, primarily face-to-face workshops and paper surveys, were not effectively reaching broader demographics, particularly younger audiences. To address this, the council worked with vendor Delib to implement their Budget Simulator product, aiming to create a more engaging, accessible, and cost-effective digital consultation.

Delib's solution was a bilingual Budget Simulator available in both English and Welsh, supported by a comprehensive promotional campaign. The approach successfully generated widespread and representative public participation. The robust results directly informed the council's substantive budget decisions, such as the choice to sustain funding for short breaks for children with disabilities based on strong public preference.
