This required reduction would greatly impact city services, so the council sought to run a widespread budget consultation to involve its residents. They partnered with Delib to find a digital approach that would make complex financial data easy to understand and encourage public engagement.

Delib’s Budget Simulator was implemented, allowing citizens to try balancing the budget themselves by adjusting real spending data. The solution was highly successful, attracting almost 3,500 visitors in its first week and receiving over 500 fully completed responses. This provided the council with valuable insights, including a finding that 43% of participants were willing to accept a council tax increase to protect services for the most vulnerable. The exercise delivered a wealth of informed feedback to guide Liverpool City Council's future decision-making.
