Hull City Council faced the difficult challenge of making significant budget cuts after its central government grant was substantially reduced, totaling £104 million since 2010. The Council needed to find a way to engage its citizens in the complex budgeting process and help them understand the tough choices that had to be made. They turned to Delib, using its Budget Simulator service.

Delib's solution provided an intuitive and engaging online tool that allowed residents to participate in the budget consultation. The approach helped citizens appreciate the complexity of the financial decisions. The campaign attracted 4,000 visitors to the Budget Simulator, with 400 completing the exercise, and the feedback directly informed the Council's decisions. Delib's tool also fostered greater empathy between the Council and the public, with residents gaining a new understanding of the challenges faced.
