Birmingham City Council, Europe's largest local authority, needed a method to simplify public feedback on multiple Experimental Traffic Regulation Orders (ETROs) simultaneously. Their challenge was to make it easy for over a million residents to find and understand relevant transport consultations while ensuring staff could efficiently analyze the responses, whether they numbered in the handfuls or the thousands.
The council implemented Delib's Citizen Space platform to create their 'Be Heard' Hub. This solution provided a central, filterable location for all ETRO consultations and used structured online surveys to guide public input. As a result, Delib helped Birmingham establish a consistent, transparent, and vital digital feedback process that equipped them to handle public engagement effectively even during the COVID-19 pandemic.
