Belfast’s Department for Infrastructure boosts consultation responses 29.5x with Delib

The customer, Belfast’s Department for Infrastructure (DfI), faced the challenge of gathering inclusive public feedback on its new Eastern Transport Plan. They needed to ensure a wide demographic and geographic spread of respondents across five councils and address society's over-reliance on private vehicles. To achieve this, they used Citizen Space from the vendor Delib.

Delib's Citizen Space provided a platform with diverse survey tools, which enabled DfI to pose questions in fresh ways and establish a hierarchy of public needs. The consultation received an overwhelmingly positive reaction, garnering 501 responses online—29.5 times more than those received via email. The resulting plan showed close alignment with public feedback, demonstrating the value of the engagement, and minor changes were made based on the responses received.
