Hawaii Department of Transportation expands PMS in 6 months with Deighton Associates

The Hawaii Department of Transportation (HDOT) partnered with Deighton Associates to revitalize its Pavement Management System (PMS) using the dTIMS Business Analytics platform. The agency faced the challenge of expanding the system to incorporate Hawaii-specific performance metrics alongside federal requirements. HDOT also sought to integrate historical data, update its pavement deterioration models and treatment catalog, and refine its project prioritization logic to better align with its internal funding categories.

Deighton's implementation team worked closely with HDOT to develop new, customized deterioration curves and update the system's prioritization and funding models. Through a comprehensive User Acceptance Testing process and concurrent training, Deighton ensured the solution met HDOT's specific needs. As a result, HDOT now has a reliable system to forecast both federal and local metrics, enabling improved long-term decision-making and ensuring the agency can effectively report to all stakeholders.
