The Colorado Department of Transportation (CDOT) faced the challenge of managing a vast network of assets with limited financial resources. They needed a method to predict long-term performance and determine the optimal allocation of funds across multiple asset types. To address this, they worked with vendor Deighton Associates and utilized their dTIMS solution to develop the Asset Investment Management System (AIMS).

Deighton Associates implemented a solution where AIMS uses dTIMS to perform life-cycle cost analyses under various budget scenarios, including a cross-asset optimization. This process allows CDOT management to quickly assess the impacts of shifting funds and to identify where additional funding would provide the greatest benefit. The results are used in a formal workshop and approval process, directly impacting resource allocation. The AIMS system successfully eliminated CDOT's siloed asset management approach, providing an effective method for evaluating budgets across all assets and continues to evolve with plans to incorporate additional criteria.
