Colorado Department of Transportation adds tunnel analysis with Deighton Associates to manage a $50M+ funding need

The Colorado Department of Transportation (CDOT) faced the challenge of incorporating its tunnel assets, including the highly complex Eisenhower Johnson Memorial Tunnel, into its strategic resource allocation process. To address this, CDOT partnered with vendor Deighton Associates to integrate tunnels as a new asset type into its existing CDOT AIMS system, which is implemented using Deighton's dTIMS software.

Deighton Associates developed the asset management analysis methodology for tunnels, which included creating a framework for managing tunnel assets and a supporting data collection process. The solution involved using Markov models to predict element conditions and analyzing multiple treatment options. This integration allowed tunnels to effectively compete for funding during CDOT's cross-asset optimization and budget setting workshops, directly impacting resource allocation based on the analysis.
