City of Cape Town reduces road structure risk by 24% with Deighton Associates

The City of Cape Town, managing a network of over 3,200 road structures, faced the challenge of a "worst-first" maintenance approach that ignored broader risk and lifecycle costs. To address this, they engaged Deighton Associates, whose dTIMS software was used by consultant Zutari to implement a risk-based lifecycle analysis, moving beyond simple condition to assess environmental, social, and economic impacts.

The solution from Deighton Associates utilized dTIMS to model deterioration and project future risk, allowing the city to visualize the impact of different funding levels. This risk-based approach was compared to the old method and showed a significantly better outcome, with a maximum risk reduction of R55 billion (24%) in the final year. Under budget constraints, Deighton Associates' solution proved to be a more cost-effective strategy for managing the city's infrastructure.
