Utah Department of Transportation (UDOT) manages nearly 6,000 miles of paved roadway across a large, fast-growing and seasonally visited state, facing congestion, rural access challenges and strict federal performance requirements under MAP-21 and the FAST Act. With limited funds and siloed asset decision-making, UDOT needed a way to measure how investments in one asset area affected performance across others and to understand trade-offs needed to meet strategic goals.

UDOT implemented the Decision Lens Impact Dashboard to combine portfolios for a holistic, cross-asset view, collect stakeholder input, and rank projects against criteria tied to strategic performance goals. The solution enables real-time funding adjustments and shows each project’s contribution across preservation, safety, mobility and criticality, producing more transparent, defensible prioritization and helping UDOT better allocate funds to meet—and exceed—performance targets.
