Elections Ontario, the non‑partisan agency responsible for administering provincial elections and referenda, faced the challenge of automating a complex, highly variable election management process with no existing blueprint. Business processes were fragmented, several departments relied on paper workflows and spreadsheets, and the organization needed a scalable, auditable system to support rapid expansion and contraction around election events — so Elections Ontario engaged DatAvail to help build an Election Management System.
