Managing Public Submissions on Victoria Planning Priorities

Infrastructure Victoria, the independent statutory body developing Victoria’s first 30‑year infrastructure strategy, needed an efficient way to manage and analyse a large, multi‑stage public consultation process. To capture submissions, stakeholder communications and engagement activity across draft objectives, options and the final strategy — plus related initiatives like ports planning and transport pricing — Infrastructure Victoria turned to Darzin Software’s Darzin stakeholder engagement management system, implemented when the agency was established in late 2015.

Darzin Software’s Darzin platform centralised all consultation records and communications, applied a classification‑tree analysis to public submissions, and supported reporting that revealed top issues and trends across stakeholder groups. The system handled hundreds of formal inputs (126 submissions in round one, 264 in round two and almost 550 comments/interactions online), informed qualitative analysis for decision‑making, and helped shape the final 30‑year strategy and its 137 recommendations by improving record‑keeping, analysis and reporting.
