Rural Emergency Preparedness and Response" with Waldo County EMA

Waldo County Emergency Management Agency faced the challenges of coordinating emergency response across a large rural area with limited full-time staff and a high reliance on volunteers. Their most common incidents, such as winter storms causing power loss and road blockages, required efficient information sharing between 26 independent towns and multiple utility companies. To address this, they implemented D4H Incident Management software from vendor D4H.

The D4H solution provided a centralized, cloud-based platform for real-time incident management, replacing outdated methods like phone calls and faxes. The EMA created dynamic status boards to track specific incidents, such as downed trees and power lines, and could even grant access to utility companies for direct updates. This created a common operating picture for all stakeholders. A key measurable result was the agency's successful use of the platform to manage the state of Maine's first real-world IPAWS alert during a 911 system outage.
