The customer, a statewide mobilization exercise (MOBEX) named Operation SCORE, faced the challenge of coordinating a complex multi-agency emergency response simulation. The scenario involved a fictional terrorist attack requiring collaboration between Urban Search and Rescue (USAR) teams, the National Guard, and other state agencies, which created a significant need for oversight and coordination.
