Helping aid workers make a difference

ICF, a global consultancy that supports humanitarian initiatives, faced the challenge of rapidly preparing volunteers to work safely and effectively in disaster and development settings while ensuring consistent, scalable training across different languages and reducing administrative burden. For the EU Aid Volunteers program, candidates needed a reliable, competency-based course that could be delivered quickly and assess fitness for deployment.

ICF built a blended learning program on D2L’s Brightspace—using Daylight, Course Builder, Release Conditions, Intelligent Agents, quizzes and language packs—to deliver 25 hours of online onboarding plus a two‑week in-person course with realistic field scenarios. In under three years the program completed 14 cycles and trained more than 560 volunteers (about 600 expected in 2019), earned a 90% top approval rating, cut instructor admin by an estimated 3–5 hours per week, and produced materials volunteers continue to use in the field.
