The Standards and Trade Development Facility (STDF) faced the challenge of helping developing countries prioritize complex sanitary and phytosanitary (SPS) investments to boost agri-food exports. With limited resources and decisions involving multiple technical and economic criteria, a clear and transparent method for establishing priorities was essential. Using D-Sight's Multi-Criteria Decision Analysis (MCDA) software, the STDF implemented its SPS Market Access Prioritization (SPS MAP) framework. This solution enabled the systematic evaluation and ranking of investment options. The results included significantly improved economic efficiency in investment decisions, enhanced transparency, and better public-private dialogue. The application of the framework, powered by D-Sight, directly helped several countries secure funding for SPS enhancements.
