Holyhead Towing Co. Ltd. needed a new shallow-draft tug for demanding work in the shallow northern Caspian Sea, where the vessel would operate in icy conditions and support the oil industry. The company also wanted a versatile boat that could tow, push, carry cargo and passengers, and remain ocean-capable despite a draft of only 2.5 meters.

Cummins supplied the propulsion and onboard power package for the tug, including two KTA 38 M1 main engines, two 6B5.9D2(M)-powered generators, and a 6CTS8.3 D(M) engine for hydraulics and the bow thruster. The result was the Afon Las, a 25 x 9.5-meter ice-strengthened vessel with 2,600 HP, 28-tonne bollard pull, and 11-knot free-running speed, giving Holyhead Towing Co. Ltd. a purpose-built tug suited to harsh Caspian operations.
