Whitby, a fast-growing Ontario town of about 116,000 (40% residential growth), faced mounting risk and delays from a paper-based subdivision approval process that made tracking developer Letters of Credit and infrastructure securities difficult. To address this, Whitby implemented AMANDA from CSDC Inc to centralize and control the municipal land‑development workflow.

CSDC Inc’s AMANDA and its Letter of Credit Module created an integrated, auditable mechanism to draft, review, approve and enforce agreement conditions, tracking securities from creation through inspection and final release. The solution automated three paper-based processes into one, let staff independently check status, restricted who can request credit changes, and streamlined interdepartmental reviews — enabling key departments to run about 80% of their processes and produce 81% of their documents in AMANDA, reducing delays, saving staff time and improving accuracy.
