The City of Austin needed a scalable, city-wide “One Stop Shop” after its legacy Oracle-based PIER system became difficult to expand and support amid staff turnover and lost institutional knowledge. The City selected the AMANDA Building Permitting & Compliance Solution, implemented with CSDC Inc support, to replace the aging system and meet its broad functional needs.

CSDC Inc implemented AMANDA across departments in a phased rollout, converting more than 4 million legacy records and meeting all 1,827 RFP functional requirements. The system processed 38,000 permits in its first year and 43,000 the next, supports over 850 users and 55 distinct services, and includes 3,500 business rules and 72 enterprise transaction types; it also integrates with the City’s IVR, GIS, and financial systems, delivering standardized workflows, operational efficiencies, and reduced risk in permitting, inspections, and compliance.
