The Information and Communication Technology Agency of Sri Lanka (ICTA) faced a significant challenge in providing government-to-citizen (G2C) services to a population of 20 million people across over 300 districts. The existing paper-based process was labor-intensive and time-consuming for citizens, while the lack of a centralized record-keeping system made tracking government interactions nearly impossible. To address this, they partnered with vendor CrimsonLogic to implement the eDivisional Secretariat (eDS) solution.
CrimsonLogic's eDS solution was a single-window application that transformed paper-based records into electronic formats and enabled real-time, online communication between divisional secretariats and other government bodies. This streamlined and automated the delivery of services, making them more accessible to citizens from a central hub. The implementation resulted in substantial efficiency gains, including time savings of 60% for the Colombo Divisional Secretariat and significant improvements in government-citizen relationships.
