The Federation of Canadian Municipalities (FCM) is a national not‑for‑profit representing Canadian municipalities with about 125 staff. Its performance appraisal process was manual and paper‑heavy—employees used Word documents and HR relied on a complex Excel workbook maintained by a single expert—resulting in limited reporting, time-consuming data entry, and inefficiency.

FCM implemented CRG emPerform, a solution that automated their existing appraisal forms, integrated with Microsoft Dynamics GP HR, and added reporting, online surveys and 360° reviews. The change reduced paper use, removed reliance on a single Excel expert, sped up data entry, provided on‑demand performance histories, and gave HR powerful, customizable reporting and analytics to better align and monitor goals.
