Hungary’s NTCA scales data skills with Coursera, reaching 1,683 active learners in 2 months

Hungary’s National Tax and Customs Administration (NTCA) faced the challenge of managing vast amounts of data across its 17,000-person workforce with fragmented and uneven digital skills. To transition from manual, siloed processes to a data-driven public service, NTCA needed a structured way to measure and build digital competence organization-wide. They partnered with Coursera to operationalize this transformation.

Using Coursera’s platform as the primary learning engine, NTCA integrated it with their Digital Competence Compass framework to deliver scalable, role-based training. Coursera enabled flexible upskilling in data analytics, AI, and SQL, with learning time built into the workday. Results included strong engagement, with 1,683 employees actively learning, 2,175 course completions, and early impacts like reduced manual processing time and a cultural shift toward data-driven work.
