Keane Enterprises, a Virginia-based developer, purchased Virginia Village — a nearly 18-acre, mid‑century strip mall outside Leesburg — and faced the challenge of reshaping it into a mixed‑use project while overcoming expected community opposition to the scale of new housing. To broaden outreach beyond the usual vocal opponents and engage younger and more diverse residents, Keane Enterprises used the coUrbanize platform to proactively solicit feedback and ideas.
Using coUrbanize, Keane Enterprises ran a nearly two‑year community engagement program that generated 1,201 comments, 10,070 users and 13,959 sessions with 56% positive sentiment, allowing the team to revise plans (adding more greenspace, preserving the Saturday Farmer’s Market, and adding a pedestrian/bike bridge and local retail) and address concerns in real time. The coUrbanize-driven approach helped secure Leesburg Town Council approval in January 2022 (57% approval) for a redeveloped Virginia Village with 643 planned residential units plus office, retail and restaurant space, while reducing delays and expanding participation beyond the typical 30–50 outspoken residents.
