Kristiansand kommune, the municipal government for Norway’s sixth-largest city with about 116,000 residents and 10,000+ employees, faced fragmented performance tracking and unclear risk oversight that hampered decision-making and accountability. To address gaps from an earlier Balanced Scorecard approach—unclear roles, siloed reporting and weak risk visibility—the municipality engaged Corporater and its Business Management Platform, including Performance Management and Risk Management modules.

Corporater implemented an integrated Business Management Platform that unified governance, performance reporting and risk management, digitizing analyses and linking HR, finance and operational data for clearer management information. The solution now supports periodic reporting by 300+ leaders, tracks 200+ projects and nearly 200 strategic objectives, and has enabled ~300 units to create ~1,300 ROS analyses identifying over 15,000 risks—demonstrably improving oversight, meeting management and proactive risk reduction through Corporater.
