Corporater Business Management Platform (BMP) helps Performance Alignment at Bergen Kommune

Bergen Kommune, the second-largest municipality in Norway serving ~270,000 citizens with more than 16,000 employees, faced a challenge of automating performance management and consistently aligning strategic objectives and initiatives to KPIs across many departments. Having adopted the Balanced Scorecard approach, the municipality needed a technical solution to quantify priorities and ensure limited resources were allocated to highest‑priority areas; they engaged Corporater and its Corporater Business Management Platform (BMP), including the Surveyor tool.

Corporater implemented the Corporater BMP with native Surveyor integration to manage roughly 400 scorecards, support 1,350 users and generate 400+ reports, automating prioritization and resource management and importing survey feedback directly into scorecards. The solution translated strategy into action by breaking goals into departmental KPIs, improving transparency and alignment across services, enabling well‑managed initiatives and regular public and employee feedback — measurably demonstrated by the platform’s 400 scorecards, 1,350 users and 400 reports.
