Revolutionising Humanitarian Cash Transfers in Vanuatu

SEMPO tackled the challenge of delivering faster, cheaper and more transparent Cash and Voucher Assistance (CVA) in disaster‑prone Vanuatu, where traditional cheque and cash workflows are slow, costly and manual. ConsenSys Solutions supported Project Unblocked Cash—an Ethereum‑based CVA pilot—providing blockchain advisory, communications and evaluation for a model that used pre‑funded NFC cards, vendor smartphones and a tokenized backend.

ConsenSys helped design and evaluate the live pilot that combined NFC cards, the Sempo mobile app and a CCV token on Ethereum to control fund flow and enable offline transactions. The pilot disbursed 541,602 VT (~$4,730 USD) to 112 recipients across 15 vendors, recorded 827 transactions with 88% of funds distributed within four days, sped onboarding and instant access to funds, improved real‑time transparency via the public Ethereum ledger, reduced cash‑out costs versus bank transfers, and generated ConsenSys recommendations for refinement and scaling.
