Chunghwa Telecom Joins Hands with Compuware for Highly Efficient Billing Platform

Chunghwa Telecom, Taiwan’s largest telecom with about 23 million subscribers, faced mounting pressure as new services (ADSL, broadband, MOD and value-added plans) and industry privatization increased the demands on its IBM mainframe billing system that handles roughly NT$180 billion in annual billings. The company needed better tools to speed development, testing and maintenance so it could support rapid service launches and complex billing requirements.

CHT deployed Compuware’s Xpediter, File‑AID and Strobe to streamline debugging, data access and performance tuning. The tools shortened development and test cycles, accelerated time-to-market, improved billing quality for new services and preferred customers, and cut batch processing time by 28.9% and CPU time by 24.57%, delivering significant cost savings and stronger competitiveness.
