The City of Philadelphia’s Department of Licenses and Inspections (L&I) needed a modern, cost-effective replacement for its aging legacy system to support growing permitting, licensing, inspection, and code enforcement demands. Working with vendor Computronix, the city chose POSSE PLS as the enterprise foundation for its eCLIPSE initiative, with a goal of improving online service delivery, reducing paperwork, and creating a system that would be easy to maintain, scalable, and cloud-ready.

Computronix implemented eCLIPSE in phases, culminating in a full production launch in March 2020 that brought permitting, plan review, license applications, renewals, payments, mobile inspections, and online document exchange into a single platform. The solution helped Philadelphia streamline workflows, reduce wait times, and improve transparency, while also generating $12 million in recovered revenue by identifying tax delinquents. In its first year, the city also saw more than 0% of trade licenses and 0% of business licenses renewed online, showing strong adoption of the new service model.
