In 1993 the City of Edmonton’s Planning & Development Department faced inefficient, regulation‑centric processes that left routine permissions taking months and made permits and inspections difficult to track. The City contracted Computronix to implement a new software system and, when no commercial product fit their needs, worked with Computronix to develop POSSE (Public One‑Stop Service Engine) to reengineer workflows and improve customer service and staff productivity.

Computronix delivered POSSE as a highly configurable business‑rules engine (launched in 1995) that let staff tailor workflows and data fields without programmers, integrate external systems, and share solutions across departments. The solution streamlined permit and inspection processing, earned the City a URISA Exemplary Systems in Government award and POSSE’s 1998 induction into the Smithsonian, and grew into COTS offerings (POSSE LMS and POSSE ABC) adopted by government agencies across North America.
