Legacy Minded City Clerk Takes on Rental Property Blight in Small Town

The City of Muldraugh, a small Kentucky community with much of its housing occupied by renters, was struggling with rental property blight, cluttered yards, and the limits of a small, volunteer-based code enforcement team. City Clerk Caroline Cline needed a better way to manage violations, inspections, and citations than handwritten notices and an overwhelming Excel spreadsheet, so she turned to Comcate and its Code Enforcement Manager software.

Comcate implemented Code Enforcement Manager to streamline tracking, generate professional notices of violation, and support future cost recovery for cleanup work. The city reported that the software saved time, improved the look and impact of enforcement notices, and made training and day-to-day use easier. The result was a more organized, efficient code enforcement process that helps the City of Muldraugh tackle blight with scarce resources, including cleanup cases that can exceed $5,000.
