Kansas State Legislature was at the center of a 2020 debate over KS HB 2454, a proposal that would have eliminated the publication of storage notices in local newspapers. Kansas Press Association, with support from Column and its collaborative public notice platform, needed to show that these required notices were not as costly as storage operators claimed and that public notice still served an important civic purpose.
Column analyzed storage notice pricing by sampling notices from its database and simulating placements across every legal newspaper in Kansas, using rate, template, and publication-date data. The findings showed an average storage notice price of just $19.75, with a standard deviation of $8.39 and little correlation between circulation size and cost, helping Kansas Press Association defend the requirement and present data-driven testimony to the legislature.
