Intel’s Product Development Engineering (PDE) teams faced a classic enterprise challenge: large, siloed groups building test programs for proprietary Automated Test Equipment (no standard unit tests or offline validation), resulting in requirements thrash, missed schedules, long crunches, poor morale and high turnover. The Oregon and Pacific PDE organization needed a way to coordinate dozens of specialists across sites and functions while delivering reliable, validated test collateral for silicon and manufacturing.

Intel partnered with CollabNet to roll out Scrum enterprise-wide: Certified ScrumMaster training, a Process Action Team, volunteer ScrumMasters, scaling workshops, cross‑functional “feature” Scrums, central tooling and strict definitions of done (pair reviews, verification/validation). Within two years they scaled to dozens of teams, adopted a nine-day sprint cadence, and achieved major business outcomes: a repeatable ~66% reduction in cycle time, virtually eliminated schedule slips, higher morale and transparency, and sustained capacity-based planning and predictable delivery.
