The Idaho Department of Health & Welfare (IDHW), which provides benefits to more than a quarter of the state's residents, faced chronic failures with its legacy EPICS mainframe that repeatedly crashed and disrupted services. After nearly two decades of attempts to fix the system, leadership decided to replace it but needed a development approach that would prevent a repeat of past problems.
IDHW engaged CollabNet in 2006 to adopt Scrum and the ScrumWorks Pro tool, coaching a 65+ integrated team, training staff, and delivering the EPICS Replacement incrementally. The new process improved visibility, impediment removal and prioritization, engaged 150 users, kept the project on schedule for phased deployment, won the 2008 Governor’s Award for Project Innovation, and established a self-sustaining agile foundation for future state projects.
