The Federal Home Loan Bank of Atlanta (FHLBank Atlanta) is a regional cooperative bank that supports member financial institutions across eight states and DC. Its 85-person IT organization was struggling under a traditional waterfall model—long development cycles, late testing, frequent scope creep and poor software quality—which left the bank with roughly 250 open production defect tickets and delayed, often unsatisfactory releases.

FHLBank Atlanta moved to an organization-wide agile approach with coaching, three-week sprint cadences (later a rolling cadence), an IT Governance Committee, empowered Product Owner teams, work‑in‑progress limits and VersionOne as the single source of truth for planning and metrics. The change delivered real-time visibility and better prioritization, dramatically improved collaboration, and cut open production defects to about 15–20 tickets (≈92% reduction), while shifting projects to on-time, on-budget delivery with consistently green status.
