Issy‑les‑Moulineaux, a French district council serving nearly 70,000 residents, runs about 40 business applications (education, civil registry, facilities management, plus Microsoft Exchange and file services) that produce rapidly growing data—around 20% per year. The council’s expanding, virtualized IT environment (including a 220‑VM VMware estate on HPE SimpliVity) faced increasing backup, recovery and regulatory‑compliance challenges.
