Istanbul Metropolitan Municipality Big data brings smart city capabilities to the people of Istanbul

Istanbul Metropolitan Municipality (IMM) is the local government for a province of 5,343 km2 serving 16 million residents across transport, utilities, social services and more. IMM faced fragmented legacy systems, regulatory and infrastructure barriers, and vast daily data silos that limited cross-departmental sharing and data-driven decision making—hindering timely insights for services like social assistance and traffic management.

Working with Cloudera, IMM built a big data platform (Cloudera Data Hub with Kafka, Spark, ML, Vertica, CKAN and Tableau) to ingest and analyze structured and unstructured data. The city consolidated 800 data sets from 30 sources, published open data, produced 500+ reports, 100+ dashboards and 30+ AI services, and launched a streaming-based Transportation and Traffic Excellence program that improved traffic forecasting, parking, routing, fleet and demand management. The platform also supported pandemic response—helping prioritize nearly one million social assistance applicants and enabling more dynamic, data-driven city planning.
