Internal Revenue Service Modernizes with Agency-wide DevOps Initiative

The Internal Revenue Service (IRS), a large federal agency with roughly 74,000 employees and an $11 billion budget, faced slow, fragmented software delivery driven by manual, siloed development and complex deployment orchestration. Beginning in 2015, IRS technical leaders worked to introduce DevOps and CI/CD practices to streamline workflows and reduce the coordination burden that made deployments difficult and hard to track.

The agency adopted CloudBees CI as an enterprise-grade, scalable CI/CD platform, rolling it out via pilot projects and a joint innovation lab to gain buy-in. The move automated testing and delivery pipelines, embedded security early in the process, and improved visibility across the lifecycle—saving an estimated 21,000 engineering hours per year, cutting test time from 20 minutes per test to about 20 minutes for an entire suite, and earning recognition with a 2020 CloudBees Innovation Award.
