The Boston Public Health Commission, serving more than 600,000 residents and managing 40 programs across seven locations, faced inconsistent, costly and time‑intensive communications that involved up to 20 groups for certain notifications and required HIPAA‑compliant handling of PHI. To modernize and centralize messaging, the Commission turned to Cleo and its Cleo Streem secure broadcast messaging system.

Cleo implemented Cleo Streem with an opt‑in website and flexible delivery (email, voice, text, fax), enabling immediate distribution of CDC crisis flu alerts to community groups and 1,400 opt‑in residents and ensuring broader confirmation and management of delivery. The solution now covers roughly 95% of BPHC employees for internal and external communications, replaced many manual processes, and is being expanded for surveys and appointment reminders—demonstrating Cleo’s measurable impact on reach and operational efficiency.
