Case Study: City of Newport Beach achieves streamlined investment reporting and greater efficiency with Clearwater Analytics

A Clearwater Analytics Case Study

Preview of the City of Newport Beach Case Study

Southern California City Goes Smarter, Faster, Smaller

The City of Newport Beach, a Southern California municipal government serving about 85,000 year‑round residents and managing a $200M core investment portfolio with a 31‑person finance team, struggled with fragmented data and manual, spreadsheet‑based reporting. With five separate asset managers and custody banks, the finance department lacked aggregate visibility into performance, risk and liquidity, couldn’t efficiently check compliance with its investment policy, and faced long hours producing monthly and GASB disclosures.

To address this, Newport Beach consolidated managers and custodians and implemented Clearwater Analytics for independent, daily‑aggregated reporting and analytics. Clearwater’s compliance and reporting tools automated month‑end and regulatory disclosures, delivered unprecedented portfolio transparency, enabled “manage the manager” oversight, and materially increased efficiency—allowing the city to maintain a smaller, smarter workforce and free up staff time (with only half an FTE handling cash and treasury duties).
