Road Usage Charging in Oregon

The Oregon Department of Transportation partnered with ClearRoad to address Oregon’s growing road funding challenge as fuel tax revenue stagnated and vehicle fuel efficiency and EV adoption increased. The state needed a fair, sustainable way to fund road maintenance and improvements, and it launched the OReGO road usage charging program as an alternative to relying on declining fuel tax receipts.

ClearRoad provided its road usage charging platform for OReGO, including an open API, geoprocessing tools, and a standardized transaction ledger to support flexible mileage reporting and billing. The program began with 1,000 early adopters and a 1.7-cent-per-mile fee, helping Oregon reestablish the link between driving and road funding while preparing for expanded EV participation and local pricing options in Portland; ClearRoad’s platform also supports multiple reporting methods and compliance features for future growth.
