Winnebago County Health Department, a public health agency in Wisconsin with six divisions and about 50 staff members, needed a better way to manage and communicate performance. After a 2019 strategic planning process was disrupted by the COVID-19 pandemic, the department found its existing Excel-based, siloed approach made it difficult to share data, compare results across divisions, and align work to shared goals.
