The Township of East Fallowfield, PA partnered with ClearGov after Township Treasurer Pani Martin inherited an unbalanced budget and needed a better way to present fiscal data to the board and residents. The Township’s heavy reliance on earned income tax, following the elimination of the real estate millage in the 1990s, created a long-term funding challenge and made it difficult to explain the need for new revenue sources.

ClearGov implemented a Financial Transparency Center, benchmarking tools, and budgeting/forecasting software to help East Fallowfield compare peer communities, build annual budgets, and forecast the future impact of budget decisions. As a result, the Township can now automatically publish proposed and final budgets online, improve transparency and civic engagement, and communicate finances down to the check level in real time, with revenues and expenses both shown at about $3.7 million.
