The City of Chelsea, MA wanted to digitize its government licensing workflows and application processes quickly, without needing coding or IT support. The city also needed a solution that could improve compliance and revenue while reducing staff time, and support remote and field work for employees. ClearGov’s ClearForms product was used to meet these needs.

ClearGov implemented ClearForms to bring Chelsea’s license applications and internal approval workflows online, starting with amusement/entertainment, common victualer, and rooming house licenses. The city also moved forms and fee payments online, streamlined behind-the-scenes reviews, and later added workflows for special events, park reservations, and more business licenses. As a result, Chelsea was able to launch new workflows quickly, improve operational efficiency, and even deploy a temporary outdoor/sidewalk dining permit during the COVID pandemic.
