The City of Campbell, CA was struggling with a confusing, error-prone Excel-based budgeting process that made version control difficult and slowed collaboration across departments, especially for personnel budgeting. The city needed a more intuitive, user-friendly way to manage its budget cycle and keep documents current. ClearGov’s cloud-based Budget Cycle Management Suite was chosen to address these challenges, along with its Digital Budget Book and Personnel Budgeting modules.
ClearGov implemented the Personnel Budgeting module in about a month, and the city later expanded to the full suite. The solution gave Campbell instant scenario modeling, automatic updates across connected documents, and easier sharing between departments, improving accuracy, efficiency, and decision-making. While no hard numbers were provided, the city described the implementation as “100% worth it” and said it eliminated confusion and headaches across the budgeting process.
