Knox City Council engaged Clear Impact, LLC to assess the feasibility of applying Results-Based Accountability (RBA) and Community Indicators Victoria (CIV) within legislated community plans, including the Municipal Public Health and Wellbeing Plan. The Council’s challenge was to determine whether RBA could work in a local government context and to strengthen partner engagement and evidence-based community planning for areas such as community safety and public health.

Clear Impact, LLC facilitated partner engagement and capacity building, applying the RBA framework to analyze data and co-develop the Community Safety Plan and the Municipal Public Health and Wellbeing Plan. The engagement produced robust, actionable plans that translate desired outcomes into clear implementation steps and embed evaluation, improving partner involvement and enabling the Council to turn community data into measurable, evidence-based actions.
