Case Study: Vermont Department of Health achieves transparency and data-driven performance management with Clear Impact, LLC

Clear Impact Scorecard helps Vermont Department of Health provide transparency and accountability to the people of Vermont around public health

The Vermont Department of Health needed a way to track population-level Results and share performance data transparently for its Healthy Vermonters 2020 initiative. Working with Clear Impact, LLC and its Clear Impact Scorecard, the department adopted a web-based solution to display live, real-time indicators and program performance across more than 20 focus areas and 100+ intended Results to support Results-Based Accountability.

Clear Impact, LLC implemented the Clear Impact Scorecard as a public-facing Healthy Vermonters Toolkit that aggregates population indicators, program performance measures (e.g., percentage of smokers registered with the Vermont Quit Network) and scorecards for each Result. The platform increased transparency and data-driven decision-making, helped Vermont meet PHAB performance management requirements and contributed to the state being one of the first five to receive national public health accreditation, while publishing live scorecards across 20+ focus areas.
