Mauritius Research Council secures 1.1M connections with Clavis

The Mauritius Research Council, under the Prime Minister's Office, faced the challenge of modernizing its national identity infrastructure. The existing system was tethered to physical cards and readers, creating friction for its digitally-savvy citizens and authorities who needed to verify identities in areas with poor connectivity. The government partnered with Clavis to build a secure, mobile-first identity ecosystem that would provide the same legal trust as a physical card while ensuring bank-grade security and data privacy.

Clavis engineered a dual-application solution using the Thales IDV framework, consisting of a citizen wallet app and a verifier app for authorities. The solution featured biometric onboarding, eKYC services, offline verification via encrypted QR codes, and digital signature capabilities. As a result, Clavis provided 1.1 million active citizens with instant, secure identity proofing and gave law enforcement the ability to perform verifications anywhere, achieving 100% offline verifiability and significantly increasing operational efficiency.
