Leveraging Data to Insure the Uninsured

Enroll America partnered with Civis Analytics to improve its Get Covered America Program after outreach efforts were not reducing the uninsured rate. The challenge was to identify, at an individual level, who was most likely to be uninsured so Enroll America could target its efforts more effectively.

Civis Analytics built a predictive model using survey data, consumer activity data, and public datasets, and supported the work through the Civis Platform. With these tools, Enroll America identified high-uninsured neighborhoods, formed local partnerships, and tested digital outreach, helping the organization reach its 6,700 partners more effectively. Since the model launched in 2013, the national uninsured rate dropped 50%.
