A Civil Space Case Study
Vancouver Fraser Port Authority, the federal steward of the Port of Vancouver, needed to run the first round of public engagement for the Pitt Meadows Road and Rail Improvements Project — a high-profile effort to separate two busy road/rail crossings that are blocked an average of 1 hour 45 minutes each day. Facing a newly formed four-person in-house Project Communications team and a mandate to reach diverse communities across 16,000 hectares of water and 1,500 hectares of land, the port authority selected Civil Space as their digital engagement platform to increase reach and make feedback accessible.
Civil Space provided accounts, onsite training, and a flexible suite of tools (ranking questions, map annotations, embedded media, WCAG support, project hub/articles) that let the port authority run engagements in-house and present rich contextual information. The engagement generated nearly 400 submissions (versus ~200 in past efforts), an ~80% completion rate and over 800 comments — record participation that surfaced concrete insights (high-impact residents voicing needs, strong support for reflecting local history and art, and calls for added safety measures for women and children). Civil Space’s platform and support directly enabled the broader reach, higher completion, and actionable community input.
